  1. China Railway Construction Corporation Limited (“CRCC”) was solely established by China Railway Construction Corporation on November 5th, 2007 in Beijing, and is now a mega size construction corporation under the administration of the State-owned Assets Supervision and Administration Commission of the State Council of China (SASAC).
  2. On March 10th and 13th, 2008, CRCC was listed in Shanghai (SH, 601186) and Hong Kong (HK, 1186) respectively, with a registered capital totaled RMB 12.3 billion.
  3. CRCC, one of the world's most powerful and largest integrated construction group, ranking the 79th among the Fortune Global 500, and 8th among China’s Top 500 Enterprises, as well as 1st among ENR’s Top 250 Global Contractors in 2015, is the largest engineering contractor in China.
  4. The business of CRCC covers project contracting, survey design consultation, industrial manufacturing, real estate development, logistics, trade of goods and materials as well as capital operations.

Name: Mr. MENG Fengchao
Position: Chairman of the Board of Directors and Secretary to the Communist Party Committee
Mr. MENG Fengchao, the chairman of the board of directors and the secretary to the Communist Party Committee of the Company. Mr. MENG is also the chairman, the general manager and the deputy secretary to the Communist Party Committee of CRCCG. From January 1982 to May 1998, Mr. MENG held various positions in the Ministry of Railways and its engineering companies. From May 1998 to January 2000, he was the assistant to the general manager of China Railway Construction Development Centre. From January 2001 to December 2004, Mr. MENG was the deputy general manager and a member of the standing committee of the Communist Party Committee of China Railway Engineering Company, which is one of the largest railway infrastructure contractors in China. He also served as chairman of China Zhongtie Major Bridge Engineering Group Co. Ltd. from April 2001 to August 2002. From December 2004 to September 2005, he served as general manager and deputy secretary to the Communist Party Committee of China Harbour Engineering (Group) Corporation (which is one of the predecessors of China Communications Construction Company Limited). From September 2005 to May 2010, he served as a director, general manager, vice chairman and secretary to the Communist Party Committee of China Communications Construction Group Limited. From August 2006 to May 2010, he was vice chairman, general manager and secretary to the Communist Party Committee of China Communications Construction Company Limited (a company listed on the Main Board of the Hong Kong Stock Exchange, stock code: 1800). Since May 2010, Mr. MENG has been serving as chairman, general manager and deputy secretary to the Communist Party Committee of CRCCG. He has also been serving as an executive director and the chairman of the first session of the board of directors and the secretary to the Communist Party Committee of the Company since December 2010 and an executive director and the chairman of the second session of the board of directors of the Company since May 2011. Mr. MENG graduated from Southwest Jiaotong University with a bachelor’s degree of engineering, majoring in tunnel and subway. Mr. MENG is a professor-level senior engineer and is a recipient of special government allowance granted by the State Council.

Mr. ZHUANG Shangbiao, aged 53, a Chinese with no right of abode overseas, is currently the president, the executive director and the general legal counsel of the Company. Mr. ZHUANG has in-depth knowledge and understanding of the construction industry in the PRC and in-depth financial expertise and substantial corporate finance and financial management experience. Limited from February 1994 to March 2001, the chief accountant of China Road and Bridge (Group) Corporation from March 2001 to August 2005, the chief accountant of CRCCG from August 2005 to November 2007, the general legal counsel of CRCCG from April 2006 to November 2007, the chief accountant and general legal counsel of the Company from November 2007 to April 2008, and a vice president, the chief accountant and general legal counsel of the Company from April 2008 to April 2014. He served as a vice president and the general legal counsel of the Company from April 2014 to October 2014, and an executive director, a vice president and the general legal counsel of the Company from October 2014 to December 2015. He was in charge of work of the management of the Company from July 2015 to December 2015 and has served as the president, the executive director and the general legal counsel of the Company since December 2015. Mr. ZHUANG graduated from Changsha Jiaotong Institute, majoring in engineering and financial accounting and obtained a bachelor’s degree in engineering. China Railway Construction Corporation Limited
(abbreviated CRCC) is a state-owned construction enterprise that is the second largest construction and engineering company in the world by revenue in 2014[3] and second highest in accounts payable by market cap as of 2015.[4]
The limited company was incorporated in 2007 in order to float the assets of "China Railway Construction Corporation" [Group] (CRCCG, simplified Chinese: 中国铁道建总公司; traditional Chinese: 中國鐵道建築總公司, or the holding company) in Shanghai and Hong Kong stock exchange.

Corporate structure

CRCC is under the supervision of the State Council of the People's Republic of China. Since February 2008, A shares and H sharesof CRCC are listed on the Shanghai and Hong Kong stock exchanges.
The financial report of the parent company (holding company) is not disclosed. As both parent and subsidiary share the same English name (they have different names in Chinese), the business activities of the holding company was often incorrectly mixed up with the publicly floated limited liability subsidiary by the media.

History

Founding

Formerly the railway arm of the People's Liberation Army (found 1948 and became part of Ministry of Railways from 1982). Along with China Railway Engineering Corporation, both railway construction super conglomerates were under the Ministry until 2000.
In 2003, China Civil Engineering Construction Corporation, another former entity of Ministry of Railways, was assigned to China Railway Construction Corporation as its subsidiary.

 

IPO

In preparation for listing, China Railway Construction Corporation Limited was incorporated in 2007 as a limited company which received most of the assets of the parent company.[5] 5 Build–operate–transfer projects were not included, namely Chongqing Tiefa Suiyu Highway, Nanjing Yangtze River Tunnel, Beijing Tongda Jingcheng Highway,Xianyang Zhongtie Road and Bridge and Guangdong Chaojie Highway. Later on in 2015 CRCC bought Chongqing Tiefa Suiyu Highway from the parent company, while 20% was retained by Chongqing Expressway Co., Ltd.[6]
The company premiered on the Shanghai and Hong Kong in February 2008, raising USD 5.7 billion, making the second largest IPO of that year. The performance was poorer than expected because of poor investment atmosphere from United States subprime mortgage crisis and China's economic macro-control.

 

International markets

CRCC is dedicated to becoming a global construction company. The effort to achieve this status was apparent in the 2000s when by end of the decade, the company had 209 projects in 35 countries, mostly in Africa.[7] Its five major overseas markets then were Algeria, Nigeria, Libya, Angola and Saudi Arabia.
In the succeeding decade, CRCC has branched to more overseas markets and moved up the value chain into overseas high speed rail construction. The company's work in new markets seemed to gather speed in Europe with the announcement of a deal to construct a stadium for F.C. Internazionale Milano as part of an acquisition by a Chinese investor in the club but the acquisition did not go through and so apparently the stadium deal tied to it.[8][9]



Projects

Domestic[edit]

CRCC has built much of the transportation infrastructure in China including high speed rail, subways, and expressways.
·         Beijing–Shanghai High-Speed Railway, construction began in April 2008 and commercial serviced started in June 2011.

Asia[edit]

·         Bangladesh Bangladesh The Dhaka Elevated Expressway, the first elevated expressway of Bangladesh, is to be constructed by CRCC in a $1.062 billion contract signed with theItalthai Industrial Group.[10]

Middle East and North Africa[edit]

·         Algeria Algeria A consortium of CRCC and CITIC constructed the Central and Western sections of the Algeria East–West Highway in a contract worth $6.25 billion.[11]
·         Egypt Egypt Track upgrade contract for $600m won by the China Civil Engineering Construction Corporation unit in April 2015.[12]
·         Libya Libya CRCC wins $2.6b bid in 2008 for west-to-east coastal railway 352 km from Khoms to Sirte and a south-to-north railway 800 km long for iron ore transport from the southern city Sabha to Misrata.
·         Saudi Arabia Saudi Arabia CRCC wins 6.7 billion Saudi riyal contract in 2009 to build the first 18 km of the metro in Mecca.[13] However, due to net loss of the project, the state-owned parent company subsidized the listed company to cover the loss.[14]
·         Turkey Turkey A consortium of CRCC and China National Machinery Import and Export Corporation with two Turkish construction firms constructed the Ankara-Istanbul high-speed railway, which opened in 2014.[15]

Africa[edit]

·         Angola Angola CRCC built a 1344 km railway line in Angola that opened in 2015 for a contract value of $1.83 bn.[16]
·         Mali Mali CRCC signed a $1.5 bn deal with the government of Mali to improve its railway system. [17]
·         Nigeria Nigeria The China Civil Engineering Construction Corporation unit signed a $3.5bn contract with the Ogun State in April 2015 to construct a railway line through the state.
·         Senegal Senegal CRCC signed a $1.26 bn deal with the government of Senegal for work on 644.6 km of the rail line from Dakar to the Malian border. [18]


Other business areas

The main business activity of the company is in construction and engineering but it is also engaged in real estate development and copper mining.


Corporate social responsibility

A team from CRCC in March 2013 joined in the rescue efforts after the worst building collapse in Tanzanian history. The team was praised by the national newspaper for giving the rescue operation Dar es Salaam focus and an urgent pace.[19]
